Description of problem: Control Explorer: Error when clicking on Policy in Policies accordion. Control explorer is unusable without being able to click on any of the policies.

Steps to Reproduce:
1. Go to Control Explorer
2. try clicking on any policy in the Policies accordion, it blows up with error:

Checked in upstream build from 0911. The policy details can be loaded without any problems.
