Description of problem:
I am running Fedora 23 rawhide for test, and I can't reboot or shutdown with graphical or with command line

How reproducible:

In Fedora 23 rawhide, try reboot or shutdown, in command line or in graphical, and that don't work.

I can see sddm (2 seconds), and after I am in console, and nothing do.

I am obliged to press my power button, and my laptop shutdown.

grub2 doesn't have anything to do with shutdown/reboot, that's systemd's job.

Most likely 1224211. We should have that fixed real-soon-now. If the problem persists after 1224211 is closed, please reopen this bug.
