Description of problem:
Gnocchi seems to be the way forward to store time series data for Ceilometer and get rid of the slow API issues that have been crippling the project so far. We are hoping to make it part of our default ceilometer deployment with OSP 8. We think it is currently ready for Tech Preview in OSP 7.

We may decide (or not) to create a specific component for Gnocchi in bugzilla

The -2 package's scriptlets were garbage since the package didn't have BuildRequires: systemd, meaning the api

... service's scriptlets would fail in %post and %preun.
