Before I can move this bug to the correct component (could be a variety of possibilities, gnome-settings-daemon, or gdm, or gnome-session, etc.), I'd need to better understand what the problem is exactly. Could you please be a bit more precise, what is the problem exactly with the Turkish language under Wayland and how can we reproduce it? Is it with the keyboard layout? Or the messages not being translated?
Same problem here. I can write any of these letters "ı,I,i,İ" in Login Screen and on any other app. For example, I can write those letters in Terminal or on Chrome's adress bar. Only these letters are problem.
Yes, as Hakan described. Third level(AltGr+key combination) is also affected.

There is no solution of this problem i can find. When i use Fedora i just disable wayland at gnome-session.
