There is a problem with oslo.messaging that affects ceilometer's notification agents coordination.

This bug has been fixed upstream in both master and stable/kilo. A new package is needed for the requested release.

Rebased to 1.8.3 as it includes this patch and not much else.

this build is included in errata for rhos-7.0 ga

Verified with 3 coordinated instances of ceilometer-notification services.
No duplicated listeners after pipeline re-coordination.
