Description of problem:
OpenSCAP for RHEL 6 is compiled without bzip2 support

How reproducible:
everytime

Steps to Reproduce:
1. create ARF report on a client host and push it to satellite (foreman_scap_client)
2. on the capsule run "smart-proxy-openscap-send"
3. On the Satellite log error looks like: http://fpaste.org/230632/33922588/
4. 

Actual results:
report is not created on satellite

openscap for RHEL 6 is created without BZIP2 support

Tested using sat6.1.1 on RHEL6 with build SNAP13-c1.

The oscap reports do get generated properly at the sat6.1 end for reports coming in from internal capsule as well as external capsule.

This bug was fixed in Satellite 6.1.1 which was delivered on 12 August, 2015.
