mod_gnutls upstream is no longer working on it. There has been no posts from the maintainer in the mailing list for over a year [0]. There are serious bugs like #1197128 which remain unfixed upstream. There is a fork by Thomas Klute [1] which is active, includes all fixes and adds new features. partially agree, but i'd suggest to ask previous maintainers of mod_gnutls to pass maintainership to thomas klute.
i just chatted with dkg on oftc.net irc and he wrote that it is plan to pass 'baton' to thomas klute, he needs find time to do that.
I can confirm this, sorry for being awol, i hope to get it handed over to Thomas in the next couple of days.

This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle. Changing version to '23'.
