As a tenant, I want to use the new differential backup api to make a backup of my RBD image

This RFE is dedicated to the RBD to RBD backup, which is already incremental. 

Please, test other permutations as well:

1. Any backend to RBD/RadosGW
2. RBD to another backup target 

and open a separate bugs if it doesn't work.

verified on openstack-cinder-7.0.1-8.el7ost.noarch

The incremental backup functionality is working
Note: Openstack prevents the deletion of backups that has incremental backups
