DRAC driver fails to detect job completed with errors

Description of problem: The DRAC driver considers configuration jobs that have completed with errors as still running, and throws an exception when a new job is submitted. Version-Release number of selected component (if applicable): How reproducible: This was reported upstream, and I have not personally reproduced the issue. Steps to Reproduce: 1. Submit a job to a drac that completes with errors (not sure how to make a job complete with errors) 2. Submit another job Actual results: ironic throws an error saying that another running configuration job exists. Expected results: ironic should accept the job Additional info:
