Build fails without the XML::Parser perl module (perl-XML-Parser RPM).

Steps to Reproduce:
1. build redhat-config-packages-1.2.9.2-1.src.rpm without XML::Parser


Actual Results:  ...

configure: error: XML::Parser perl module is required for intltool
error: Bad exit status from /var/tmp/rpm-tmp.44315 (%prep)
...

Expected Results:  successful build

No, intltool should require it (and r-c-p requires intltool and thus
will get it transitively)

intltool does require perl-XML-parser
