OK, it seems to be running the command that should do the substitutions (search for "replace.sed"). I think you're in a better position to debug this than I am: run a build without removing the build tree afterwards, and trace through the various versions of the file from man/man8/mandb.man8 to man/man8/mandb.8 to the version in the temporary install directory to the version actually in the RPM to see where things go wrong. Remember to check the same things for the translated versions.
