Description of problem:
[ja_JP] All left navigation bar name and sub tree name are unlocalized.

How reproducible:
100%

Steps to Reproduce:
1. Login with ja locale.
2. ex. Click Configure -> Configuration.
3. Click on left navigation bar.

Actual results:
[ja_JP] All left navigation bar name and sub tree name are unlocalized.


Expected results:
They should be localized.

This is fixed in current 5.6. I'm moving this to ON_QA for verification.

Verified on 5.6.0.7-beta2. Translations are available now.
