Description of problem: The cairo_win32_surface_create provided in this dll does return null where the same procedure from an older cairo build (1.10 from ftp.gnome.org) does return real surface handle.

If this is a bug in the upstream package (eg. some kind of regression in the implementation) then you'll be better off asking about this on the upstream tracker: http://cairographics.org/contact/ I suspect they will wish to see some kind of small C program that demonstrates the problem, since it's not exactly clear from the description. If it's a bug in the Fedora packaging of Cairo, then this would be the place for it. However it seems not to be the case.
This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle. Changing version to '23'.
