Doc Text:	Previously, puppet-neutron did not allow for customization of the neutron dhcp_domain setting. As a consequence, the overcloud nodes would be offered an invalid domain suffix by the undercloud DHCP. With this update, the neutron dhcp_domain setting has been made configurable, and defaults to an empty domain suffix.

Description of problem:
it is not possible to configure the neutron dhcp_domain setting from puppet-neutron; .openstacklocal will be added by default to dhcp requests

dhcp.pp files contains relevant code.
