Description of problem:On cloud intelligence->dashboard page, the tooltip on minimize button is not translated. Initially the tooltip shows Japanese text for 'minimize'. however on subsequent clicks, the tooltip shows English text. Please refer attached screenshot.

Steps to Reproduce:
1.login with ja_JP locale
2.observe tooltip on cloud intelligence->dashboard page for minimize button.(after first click)
3.

Actual results:
tooltip text is is English

Expected results:
tooltip text should be in Japanese.

The tool-tip for minimize is translated now.
