Description of problem:

There is a request that engine will give alert or send notification when specific guest VM that is allowed to use only specific bandwidth per month cross the allowed size.

We need to set a quota per VM (or better, per vNIC). When the accumulated RX/TX passes the soft quota, a notification would be sent to the admin and/or the VM owner.

When traffic surpasses the hard quota, the relevant vNIC can be automatically disconnected from its network.
