Description of problem:

Cannot login to Overcloud Horizon through Virtual IP (VIP)

Steps to Reproduce:
1. Install overcloud 
2. Login to Horizon using Virtual IP. http://192.168.21.22/dashboard

Actual results:

Not Found

The requested URL /dashboard was not found on this server.

Additional info:

I can login to horizon using the local ip after changing ServerName "localip" in /etc/httpd/conf.d/15-horizon_vhost.conf file

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
