Test version:
rhevh-7.1-20150709.0.el7ev.iso
ovirt-node-3.2.3-11.el7.noarch
ovirt-node-plugin-hosted-engine-0.2.0-16.0.el7ev.noarch
rhevm-appliance-20150709.0-1.x86_64.rhevm.ova

Test steps:
1. Clean install rhevh-7.1-20150709.0.el7ev.iso
2. File the OVA URL to point the rhevm appliance from brew.
3. Check the rhevm ova file's type

Test result:
1. After step3, it can start the hosted engine setup with OVA file.

So this issue is fixed in ovirt-node-plugin-hosted-engine-0.2.0-16.0.el7ev.noarch now. Change the status from ON_QA to Verified.
