Description of problem:

The existing install does not create a pacemaker constraint akin to:
https://github.com/beekhof/osp-ha-deploy/blob/f73eec96ddd9c7f2c85dbb0348ff909f144631ec/pcmk/ceilometer.scenario#L92 :

  pcs constraint order start vip-redis then ceilometer-central-clone

Which could cause a problem if the cluster is rebooted.
