Description of problem: I try to install unsigned package from spacewalk channel and I can't use parameter nogpgcheck. Michael, is it dnf-plugin-spacewalk or dnf bug? Do you override in plugin nongpgcheck option?
It's a bug in dnf, namely in config / option handling. Plugin has no way to find out whether current gpgcheck value it sees comes from config file (so plugin can override it) or from commandline (so it can keep it).
This package has changed ownership in the Fedora Package Database. Reassigning to the new owner of this component.

Workarounded by setting gpgcheck=0 in repo file.
It looks like that the problem from Comment 5 is different from rest of the bug report. Please can you Tomas update your dnf to latest version (dnf-2.4) and if problem reappears, create a new bug report? Thanks a lot.

Fix is available in Spacewalk repository as mentioned in comment 9. This Fix should be present also in Fedora repos after release Spacewalk 2.7. Verified with the last version dnf-plugin-spacewalk-2.7.9-1
