Description of problem:
I have a Anker USB3 Ethernet Adapter + HUB with Realtek r8153 chip.
When I connect this device on my computer with Fedora 22, the network doesn't work with "Link is not ready" on DMESG.
But this device work perfectly with Fedora 20, Ubuntu 14,4 and OpenSUSE Thumbleweed.

Version-Release number of selected component (if applicable):
Fedora 20 (kernel 3.13) : working.
Fedora 21 (kernel 3.18 and 3.19) : not working.
Fedora 22 (kernel 4.0, kernel 4.1 vanilla and kernel 4.2 rawhide) : not working.
Ubuntu 14.4 with kernel 3.13 and 3.16 : working.
Ubuntu 14.4 with kernel 3.19 : not working.
OpenSuSE Tumbleweed with kernel 4.0 : working.

How reproducible:
Connect a device with r8153 chip.

Steps to Reproduce:
1. Connect the device

Actual results:
Device not working. Link not detected.

Expected results:
Device working with operational network.

This issue was caused by tlp and the USB autosuspend feature.
With USB_BLACKLIST="0bda:8153" in /etc/default/tlp the device works very well under Fedora 22.

I have very similar problem (Fedora 26) to this issue, but USB_BLACKLIST="0bda:8153" didn't help

Fixed in kernel 4.13.4-200.fc26.x86_64
