Description of problem:
ceph storage post deployment fails and causes the entire overcloud deployment to fail with OSPD (CREATE_FAILED)

How reproducible:
Always


Steps to Reproduce:
1. install on a virt environment with a single ceph node
2.deploy the overcloud

Actual results:
ceph post installation fails
