Description of problem:
The servers don't have ntpd running, their time & date is not synced. 
The Ceph monitors should all be synced with to the same time (if not the warning message will be: clock skew detected on mon.overcloud-controller-1, mon.overcloud-controller-2

Steps to Reproduce:
1. Deploy new controllers with Ceph monitors 

Actual results:
The ntpd.service is not running 

Expected results:
The ntpd.service is running and the servers in the setup are sync to the same timezone

This is a duplicate of bug 1233916.  The ntp packages will be in new images and are configured using the --ntp-server CLI parameter
