Steps to Reproduce:
1. Deploy full ENV  undercloud & overcloud via CLI
2. Connect to undercloud GUI
3. Click on "Initialize button"
3. Receive and  initialization error "Error: Unauthorized: Unable to initialize Overcloud. "

Actual results:

"Error: Unauthorized: Unable to initialize 
Expected results:
initialize button should be gray out in GUI when  we run  deployment via CLI.
initialization already done when we run deployment via CLI.

When 1193922 is fixed, the Initialize button will not show up in the GUI after a CLI deployment.
