I've just noticed I had best=yes in /etc/dnf/dnf.conf. Without it, -x works as expected. I'd expect -x on the commandline override any effect of best=yes on the excluded package.
It works for me. I guess there is a package that requires the latest version of devscripts-minimal. Could you please fill the reproducer every time you file a bug?
