Description of problem:
When initial-setup is launched, there should be a spoke for SUBSCRIPTION MANAGEMENT that permits the system installer to register to the Red Hat entitlement subscription services.

Steps to Reproduce:
[root@jsefler-7 ~]# systemctl enable initial-setup-graphical.service
Created symlink from /etc/systemd/system/graphical.target.wants/initial-setup-graphical.service to /usr/lib/systemd/system/initial-setup-graphical.service.
[root@jsefler-7 ~]# reboot
PolicyKit daemon disconnected from the bus.
We are no longer a registered authentication agent.
Connection to jsefler-7.usersys.redhat.com closed by remote host.
Connection to jsefler-7.usersys.redhat.com closed.


Actual results:
When the system reboots, INITIAL SETUP launches automatically showing modules:
  LICENSING
  USER SETTINGS

  see attachment


Expected results:
 a SUBSCRIPTION MANAGEMENT module should also appear in INITIAL SETUP

    1240801: Use latest initial-setup API
    
    When initial-setup and anaconda were rebased to more
    recent versions, some of the API changed. Most notably
    the move of the 'ui.gui.categories' package to 'ui.categories'.
    rhsm_gui.py was updated to reflect that.
    
    The required module layout also changed in a similar manner,
    so Makefile and spec file also updated to reflect that.
    
    This should resolve errors loading our initial-setup
    module.
