Description of problem:

Since 6.1.0, Business Central is shown in English by default regardless of client's accept language. To display it in Japanese, user need to add locale parameter in URL like the following (This is not documented anywhere).

http://${HOST}:${PORT}/business-central/login?locale=ja

Customer want to set Business Central's default locale to Japanese so that user no need to set locale in URL whenever accessing business central.
