Doc Text:	Heat templates lacked the RemovalPolicies parameters. This meant it was not possible to delete specific nodes when using Heat templates directly (i.e. not through Tuskar). This update adds the RemovalPolicies parameters. Now a user can specify particular nodes to remove by setting the *RemovalPolicies parameters.	Story Points:	---

Description of problem:
When deleting nodes in overcloud without Tuskar it's needed to pass nodes as params when doing stack-update operation. This upstream patch adds needed params:

I'm quite sure this fix was already included in GA.
