Description of problem:
When a VDSM comes to up, the engine is not sending ConnectStorageServer for Fiber Channel storage domain.

How reproducible:
100%

Steps to Reproduce:
1. Create a FC SD
2. Move host to maintenance and back to up
3. No ConnectStorageServer command is send to host for fiber channel

Actual results:

No ConnectStorageServer command is send to host for fiber channel

Expected results:

ConnectStorageServer command is send to host for fiber channel

Additional info:

This behavior is needed to perform rescan of FC devices , to detect new ones and rescan sizes of existing ones.

ConnectStorageServer is called while having only FC storage domains in the DC during host activation:
- Activation from maintenance 
- Activation after vdsm restart

For storage domain domain activation / deactivation, connectStorageServer is not called while there are only FC domains in the DC.

Fred, setting need-info on you just so you'll confirm this is the desired behaviour. moving to VERIFIED.

Since oVirt 3.6.0 has been released, moving from verified to closed current release.
