librpm.la from rpm-devel package contains dependency_libs='-lelf ...
/usr/lib/libbeecryplt.la ...-lz -lbz2 ... -lselinux'

Steps to Reproduce:
1.rpm -e elfutils-libelf-devel bzip2-devel beecrypt-devel zlib-devel
libselinux-devel
2.rpmbuild --rebuild perl-RPM2-0.66-5.src.rpm (it requires rpm-devel only)
3.Wait for error

Fixed in head and rpm-4_4 branches. Should be in rpm-4.4.1-0.19 when
built.
