Description of problem:
In early boot stages fedora does not reboot when pressing Ctrl+Alt+Del, instead it hangs in some undetermined state.

How reproducible:
always

Steps to Reproduce:
1. boot a fedora installation (ideally with encrypted partitions requiring unlock at boot)
2. wait until kernel started booting. (Ideally when you are prompted to enter your cryptsetup password)
3. press Ctrl+Alt+Del

Actual results:
Stops booting. Doesn't reboot. Doesn't do anything anymore. I need to press the (hardware) reset button to reboot.

Expected results:
Should reboot.

Additional info:
I think you need more information, but I don't know what information to provide, so please tell me what to do.

Just to confirm, after step 3, you are still able to enter the password, then press enter and nothing happens anymore. Is that about right? This is what happens to me, I just want to make sure that there aren't any more different problems.

No, I am not. After pressing Ctrl+Alt+Del systemd does something (stopped … target, started … target, …) and the cryptsetup prompt doesn't reappear.

To be more precise it does this:

[ OK ] Stopped Setup Virtual Console.
       Stopping Setup Virtual Console...
[ OK ] Reached target Unmount All Filesystems.
[ OK ] Removed slice system-systemd\x2dcryptsetup.slice.

Now, on Fedora 25, the "Actual Result" has changed a bit so that nothing happens any more. Comment #3 isn't applying any more.

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '25'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version.

This Issue is still present in Fedora 29 Beta release.

Fedora 29 changed to end-of-life (EOL) status on 2019-11-26. Fedora 29 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.
