I think this can be VERIFIED in Snap 15c3, it appears mongod is being restarted early in the stack (on both sat and capsule), long before celerybeat is started, so I think we've mitigated the issue.  


Otherwise, I have no real way to reproduce a situation where celerybeat might start before mongod.  Following up w dev to confirm, but I suspect we're good.

This bug was fixed in Satellite 6.1.1 which was delivered on 12 August, 2015.
