Description of problem: Perform a reproduce of this bug https://bugzilla.redhat.com/show_bug.cgi?id=1237313

Go to Services -> Requests and click on the request to view it, the refresh button in the lower panel causes a hang if clicked. The button should probably not even be there.

Version-Release number of selected component (if applicable): 5.4.1.0


How reproducible: 100%

I cannot reproduced this issue with the current master.
I believe this has been fixed by https://github.com/ManageIQ/manageiq/pull/4451

Please test with the latest master and let me know if the problem can still be reproduced.

This is no longer present in 5.4.3
