This is still happening in F23 release notes, with the same link pointing to F21 common bugs. There's also another one in section 1.2. Overview pointing to: https://fedoraproject.org/wiki/Common_F_bugs This one seems to come from: <ulink url="https://fedoraproject.org/wiki/Common_F&PRODVER;_bugs"> But the entity inside the value doesn't seem to work, or there's some other problem. It seems a &COMMONBUGSURL; is needed, à la &CHANGEURL;.
These issues have been fixed in the docbook source. Hopefully they will be pushed into docs.fedoraproject.org in the near future. Closing. -Glen
