Description of problem:
Currently proxy can only be specified in specific build config. But that's not very useful if user has environments in different regions where some require and some do not require proxy.

Ideal would be to support proxy global to environment or specific *zone* and expose the proxy config to the containers so apps inside can use that configuration as well.

Would be nice if proxy config supports a PAC file as well single proxy host.
