Description of problem:
Failed to create vm with specify host where vm must start, if already have in engine vm that must start on specific host(no matter if it same host or different hosts)

How reproducible:
Always

Steps to Reproduce:
1. Create vm that start on specific host(Start Running On: -> specific -> choose host)
2. Try to create another vm that start on specific host(not matter it it the same host)
3.

Actual results:
Error while executing action New VM: Internal Engine Error

Expected results:
Action succeed without any errors

Additional info:
Also when I remove first vm, I still receive this kind of error
