Description of problem:
console is inaccessible to perform manual/expert settings and issue 
any additional commands during early stage install

Version-Release number of selected component (if applicable):


How reproducible:
always

Steps to Reproduce:
1. boot up
2. try to access console (alt+fX) at the first screen prompt
3. can't issue any commands
  
Actual results:
no console

Expected results:
at least 1 console accessible to user in order to be able to issue 
extra commands

We don't have a shell or any useful commands at this point to allow
you to run -- all of that is located in the second stage of the installer.
