Description of problem: The alignment on data center->logical networks->new->vNIC profile page needs to be corrected for ja_JP locale. Currently it looks distorted a bit as the help button appears on a different line below other items on the page. Please refer attached screenshot.

1. login to Admin portal with ja_JP locale
2. go to data center->logical networks->new->vNIC profile

Actual results:
The alignment looks distorted

The alignment should be proper.

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.
