Description of problem:
Launching system-config-users in a GNOME Wayland session fails. An error message is returned to the shell where the command was issued:

$ system-config-users
No protocol specified
system-config-users requires a currently running X server.
GtkWarning: 'could not open display'

Version-Release number of selected component (if applicable):
gnome-shell-3.17.90-1.fc23.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Launch system-config-users from a shell.

Actual results:
system-config-users can not open an application window.

Expected results:
system-config-users starts up as expected.

Additional info:
system-config-users works as expected in a normal GNOME session.
