Actually it is not iiimecf that is taking all the time but un-define (of mule-ucs) which is required by iiimecf. If you don't need it I suggest uninstalling iiimf-emacs... However you're right, it should be possible to autoload iiimecf rather than always loading it.
Should be fixed in the next im-sdk build after 12.0.1-9.svn1936.

Tested with im-sdk-12.0.1-13.svn1943, did notice a slight delay running emacs with iiimecf but negligible IMHO. Please reopen the bug if you experience any problem. Thanks.
