As noted in bug #1258093, there were some items I was expecting to see in the Fedora 23 Alpha release notes that aren't currently there. Finding the release-notes component in the Fedora Documentation project on bugzilla.redhat.com was something I had to guess at as being the right place to file an RFE related to that. During the Alpha and Beta cycle, it would potentially be helpful if there was a Fedora contributor focused addendum to the Release Notes that detailed how to submit suggestions for additions and improvements (Joe Brockmeier mentioned encouraging folks to collaborate on producing good release notes during his Fedora Marketing talk at Flock earlier in the month, so this may be a good way to help with that effort).
This is covered in the pre-release version of the release notes as shipped in the repos. The release announcement is a PR document and IMO a contributor appeal doesn't fit there, but I don't represent the marketing group that prepares the announcements, so you may want to bring the point up with them.
