Rebase openstack-sahara to 2015.1.1.  If appropriate, link any critical issues addressed in this rebase.

The rebase version can upgrade the old version and upstream scenario tests for both HDP 2.0.6 and CDH 5.3.0 (on RHEL 6.6) pass successfully.

Verified on RHEL 7.1, and:
openstack-sahara-2015.1.1-1.el7ost.noarch
openstack-sahara-api-2015.1.1-1.el7ost.noarch
openstack-sahara-common-2015.1.1-1.el7ost.noarch
openstack-sahara-engine-2015.1.1-1.el7ost.noarch
python-saharaclient-0.9.0-1.el7ost.noarch
