Description of problem:
bundled iso8601 expects binary while system provided library expects string, we should apply patch to recode to utf8.

Since the patch was merged upstream and the fix is nonetheless required for openstack, I'm applying it as provenpackager.

Minimal impact on the package.

My mistake, patch was not merged upstream as upstream maintainer insists in bundling the iso lib ...
