Description of problem:

similarly to #1226981, The import command is unable to locate the manifest file for a particular organization if the organization name is utf-8 encoded.

How reproducible:
always

Steps to Reproduce:
1. export sat5 organization with utf-8 name (e.g 퍈﷐[U+27928]﷑绫苊﷐[U+1D7BF]﷑﷐[U+23AC7]﷑﷐[U+274AE]﷑㚯铍䪹)
2. issue `import organization` command with --upload-manifests-from option.
3. the command will fail locating the file as it is looking for a file with name like:
"tmp.3ffszz3pEP/976c37b1-04c5-4ad9-8edb-a3f3d00ff864.zip"

Actual results:
No manifest uploaded for the organization:

"No manifest /tmp/tmp.euHJQhFF08/tmp.3ffszz3pEP/976c37b1-04c5-4ad9-8edb-a3f3d00ff864.zip available."


Expected results:
"Manifest files are being properly identified and uploaded"
