Previously in order to start gathering a particular ceilometer sample as a gnocchi metric, some fresh python code needed to be written on the gnocchi side.

Instead the relevant transformation rules should be described in a declarative fashion.

Verified according test plan with gnocchi*-1.3.4-1.el7ost.noarch
