Previously, while checking the node configuration deployment validation checked for all Ironic nodes, including those in the maintenance mode. With this update, the nodes in maintenance mode are skipped by the validation step as they cannot be deployed.

Description of problem:
I had 2 nodes in ironic with maintenance=true. When I deployed, I got a lot of false errors and warnings on them. They should be skipped and not included in the validations.

Steps to Reproduce:
1. Put some nodes in maintenance. My nodes were in maintenance because I had the wrong ipmi password when I registered them.
2. Deploy


Actual results:
You get errors like this:
ERROR: rdomanager_oscplugin.v1.overcloud_deploy.DeployOvercloud Node uuid=37720334-045a-4815-8231-5bab50e88bb0 has an incorrectly configured driver_info/deploy_ramdisk. Expected "0eb164f5-dcc3-4c58-bfc4-738586051919" but got "None".
