Description of problem: dnf with -q option should output nothing. But when trying to install an already installed package, dnf prints an error message that the package is already installed. Option "-q" does not supress the message, option "-d 0" does not supress the message, too. Option "-e 1" or "-e 0" supresses the message, but option "-e" is marked as depredicated in the manpage: -e <error level>, --errorlevel=<error level> Error output level. This is an integer value between 0 (no error output) and 10 (shows all error messages), default is 2. Deprecated, use -v instead. I haven't found an option other than "-e" to suppress this (warning) message (it is not really an error, because the package is installed as it was intended). I think that either there should be a replacement for "-e" that works as expected, e.g. -q should print no messages, or "-e" should not marked as depredicated. No output of the command. Option "-e" is marked as depredicated and should not be neccessary.
The same message appears for already installed groups: LANG=C dnf -q -d 0 install @development-libs Group 'Development Libraries' is already installed, skipping.
We will check -q behaviour of other system tools and provide a compatible solution.

This bug appears to have been reported against 'rawhide' during the Fedora 25 development cycle. Changing version to '25'.
