Description of problem:
While editing the Tenant, Mandatory field validation fails for Name field

Version-Release number of selected component (if applicable):

How reproducible:
Very

Steps to Reproduce:
1. Navigate to Configure ==> Configuration ==> Access Control ==> CFME Region: Region 0 [0]==> Tenants==> My Company==> Configuration==> Edit this item
2. Delete the Name (make it as blank) and click on Save button

Actual results:
Tenant gets saved without any change and reflects the previous value

Expected results:
Should be compelling to any of the following results
