[RFE] [Neutron] DPDK accelerated OVS integration (Tech Preview)

Description of problem: DPDK accelerated Open vSwitch significantly improves the performance of OVS while maintaining its core functionality. This bug is for tracking the integration of OVS+DPDK with RHEL OSP as a Tech Preview, and the required changes on the Neutron side to support that. Note that: * Device support is limited to in-tree PMDs only, which don't rely on third party drivers and/or non-upstream modifications, and currently includes e1000, enic, i40e, and ixgbe * The feature is not available on RHEL OpenStack Platform director * OVS-DPDK lacks support for many in-tree kernel capabilities traditionally utilized by OVS such as overlay networking technologies (VXLAN, GRE) * OVS-DPDK lacks support for Neutron security-groups
