man man

Description of problem:
Not sure how did I end up with 2 such systems.

$nroff
troff: fatal error: can't find macro file tty-char
$ls /usr/share/groff/1.22.3/tmac/tty*
zsh: no matches found: /usr/share/groff/1.22.3/tmac/tty*
$man man
<output attached>
$man man > /dev/null
troff: fatal error: can't find macro file tty-char

Version-Release number of selected component (if applicable):

How reproducible:

Steps to Reproduce:
1. man man
(while having no tty-char macro for troff)
2.
3.

Actual results:
see .png attachement

Expected results:
when I call man & nroff errors out, this should be displayed, not the attachement.
